A fan doesn't cool the room — it cools you, by moving air across your skin. That's why the running cost is tiny: you're not changing the temperature of the house, just the feel of it. Summer mode pushes air down; the breeze effect makes a 26-degree room feel like 23, which lets the air conditioner work three degrees less for the same comfort.
Winter mode is the trick most people never use: reversed, at low speed, the fan pulls air up and pushes the warm ceiling layer back down the walls. Your heating stops paying to warm the top half metre of the room. If your fan doesn't have a reverse switch, the new ones do — and they use about a third of the power of the old clunkers.
