A fuse protects wiring; a safety switch (RCD) protects people — it cuts power in milliseconds when current leaks. Modern boards put one on every circuit.
Usually not — a 7kW single-phase charger suits most homes. Three-phase is worth it for 22kW charging or big all-electric loads, and we'll tell you straight which you need.
